TCS is right, I'll add this: Give the two fireworks experts a Hammer and a Saw and make them help re-build the depot after they buy the materials. If they do a good job - life in Prison rather than a Public Hanging. I remember when Tehachapi was safe everywhere, it has changed a lot over the past couple of years. The perps are old enough to know better. At minimum, they should be held financially accountable. When the debt is paid, then put them in jail. Sadly, if they are off shooting off fireworks at 3 am, they don't have a job, no family life, no skills and so on. Insurance and donations is going to be the way to bring the depot back. Bet they will have fun facing arson charges! The courts have to allow such statements and the judge must take them into consideration in his sentencing. Perhaps we should be sure that several hundred people appear and demand restitution??
