Can you drive to either end of Moffatt Tunnel ?

Yes. You can also drive on parts of the old Rollins Pass grade over the tunnel.

The road to both ends is good, but I do know that the east side of Rollins Pass is rough, not a good car road.

The eastern side of Rollins Pass is extremely rough. Do not attempt it without a high-clearance vehicle (ie: Jeep, etc.). The west side is very easy, most cars will not have any issues until you reach the loop trestle.
