I'm not so sure about that, the wheel lift mechanism looks to be suboptimal in terms of car/track structure interface.

That is a busted coupler and drawbar assembly wedge underneath the wheel axle.

The tread thickness is very near to being tagged as worn out and retired.

That was my first thought, thin rim. There also appears to be a line of shelled tread near the flange, although the picture is inconclusive on that.
