Author: Lackawanna484 Mercury News reports that Tesla is opening an electric car facility of some sort in Lathrop CA. In an abandoned Chrysler / Mopar parts plant. Doesn't seem to be part of the giant battery plant proposal.

Author: Out_Of_Service Tesla in it's bid to make it's cars have the equality of fossil fuel powered vehicles with extended mileage as well as performance like quick pickup from a dead stop has to develop a stronger battery bank for it's vehicles ... i believe that is what this plant is for

As with all things Elon Musk does, if they have a good economic reason to ship parts by rail then they would of course do so. But if they start to compete in the $40-50k price range they will need a cheap way to deliver alot of parts and vehicles widely.

If for manufacturing, no doubt all of the output will be trucked over to Fremont to become input at the main Tesla assembly plant. Possibly, there could be minor inbound freight for UP to the Lathrop facility.
