As for the locomotives in question, I believe they are moving frac sand on one of the Wisconsin lines. They are based out of Norma WI near Chippewa Falls, about 90 minutes east of the Twin Cities.

Most often they are used for the non sand manifest traffic and certain locations where a 6 axle unit is not best suited.
