UP Furloughs, Nothing New?

I'm curious. What percent of the entire UP workforce is this or for that matter train crews?

Thirty years and longer back most operating department employees planned on being furloughed a couple of times a year for the first 5-10 years of their employment. That was the norm and most brakemen held a second job at a grain elevator, gas station, ranch or farm. Some worked construction or could work for a railroad in another state.
