Looks like it might be somewhere on the Tennessee Pass line maybe?

Eh, good for 70! My guess is Tennesee Pass as well.

CWR on the mian, jointed rail on the siding.  Did Homestake Pass have CWR?

No. Homestake is heavy, like 133# bolted, plus Homestake has been cleared and recently Hyrailed. The
MRL Twin Bridges line has CWR (lotsa little pieces, lotsa welds!) though it's pretty light. Might be my guess.

A section of the Milwaukee that LB Foster skipped would be nice.
But really, where is it?

Ok, time's up.  It is the former Great Northern (later Burlington Northern and finally BNSF) line between Great Falls and Helena, Montana.  BN never ran many trains on it, and BNSF embargoed it shortly after it took over.  It was last used around 2000 for car storage.  The photo is at old Sieben siding about 30 rail miles north of Helena, where flooding on the Little Prickly Pear Creek took the line out a couple of years ago.  I drove the length of the line and can say it is one of the most scenic in the West.  Hope we see trains on it again some day.

It looks like the BNSF won't be storing any empty cars on that line...unless they fix up the short section that is near Ulm, MT.
