What Is It?

Transformer? I'm not the engineering type so I can't determine what this piece of machinery is.  Someone must know. Location is Auburn, WA.

Looks like a high voltage transformer to me.  It's missing the top insulators, side cooling raditors and a few other parts and pieces.
It's probably used to convert a transmission line voltage to a dsitributon voltage.

Definitely a transformer. Walthers makes a very similar model of one in HO scale. See the example at far right.

Transformer it is,  and maybe the rest of the pieces are inside the boxcar right behind it. They don't move them fully assembed. upkpfan
