Tongue River Railroad planning "suspended indefinitely"

Coal is the reason.  Delays in issuing permits, a softening coal market, litigation from neighbors, etc.  Plans for this mine and this railroad date back to 1979.

The planned 45 mile line would link a proposed coal facility with the BNSF at Colstrip, on the MT/WY border.  The plan hasn't been terminated, it could be restored if the financial outlook improves.

Its always been only a pipe dream.  The reason for its existance has changed many times and thats caused enviro delays, STB delays, permitting delays etc. The latest "plan" is only a shadow of the original.
