In some cases steamship lines will not book these heavy loads as the ship will operate less expensive with lighter loads or empties. Also the waste paper consignees are slow returning equipment which is always needed Information from Journal of Commerce May 30 2015 FYI Dale Smith Edited 2 time(s). Is the demand for that product so soft that it can't bear a higher rate? It's a chance to make money both ways for the steamship lines.
