Are new BNSF bridges at Mariposa for access road or second main?

The BNSF intermodal terminal southeast of Stockton, CA has had several bridges added on the east side of the mainline in the last few years.  Looking at Google Earth it appears that grading was done in the last year or so, right next to the track and the bridges look like they are sized for track.

The bridges and grading run from about a mile northwest of the yard/W. Mariposa (but not all the way to CP Wheat) to 1.5 miles southeast of the yard/E. Mariposa at W. Duffy.  About 5.5 miles total.  Also about 4 miles of new main has been added southeast from W. Duffy, past E. Duffy, and 2 more miles to a CP Lake (ending about 4 miles short of W. Escalon.) 

Are those bridges and grading just for vehicle access or is BNSF prepping to put in another main track?

I think this is to allow for additional San Joaquin trains.

Any estimate on when the track will be installed?

I found it interesting that the California Passenger Rail Newtowk Schematics published about a year ago showed the W. Duffy to CP Lake trackage but nothing planned for the next 4 years.  In contrast it shows many improvements planned for the San Diego line in that time period.  Perhaps a different type of funding?
