What's with SP 3001s lights?

I was checking out Photobobs site (which is always a pleasure), And came across the SP3001. http://users.snowcrest.net/photobob/dm7.html What the heck is with those lights above the red Mars light? If this has been asked already, please post the link.

Flash bulbs for the cameras on the nose that takes pics of tresspassers.???..lol

It was an experiment in 1968 for better visibility at crossings on the Peninsula. It appears that it didn't work as this was the only locomotive this light rack was applied to.
