Roundhouse whereizit

Where, what railroad and what are the pipes on the boiler?

Locomotive on the left is number 4576, looks like a Mikado

Could it be a Southern RR roundhouse and the 4576 one of the 2-8-2s with another 8 coupled engine under the tender. I think they called them Tractor engines????

These engines probably ran on the CNO&TP (Rathole Division), so I'll guess that the location might be . . . Lexington, Kentucky? Oneida or Oakdale, Tennessee? Or even Chattanooga, although the CNO&TP was pretty straight (and level?) between there and Emory Gap.
