The work done there moves at an excruciatingly slow place.

Apparently there is a group, The Lackawanna & Wyoming Valley Railway Historical Society, that has been sponsoring the restoration of the 3713. It appears that they have been funding the work on the 3713, for a while. The fund raising has probably been going slow. On their website they announced that they have received a $10,000 grant in January 2015 towards the restoration.
