I know the SP Colton, Calif. roundhouse had them also, and that they were added sometime later on, after original construction. They appear to be skylights (?) In this photo above, they have something which I've not seen before, which are the raised "covers" on top. Skylights with open tops for ventilation?

What with all the rain that Portland, Ore gets, they installed a flat top protector, in order to keep the rain from going straight down the opening.
