My guess is (1) both Lima products for the trait they share, and (2) Lamm Lumber Company #4 and #1.

Jeff got the fact that yes, they are both Lima products.  However the Shay by this time was Lamm Lumber #2.

Lima rod engines in logging service in the West were very rare.

Best I had to go on in a hurry was the Lamm roster in Bowden's book, he did not include any reference to either of their Shays being renumbered #2.  I do see now the Shay website reflects that change.

In addition to being a Lima rod engine, the #4's 4-6-0 wheel arrangement also wasn't especially common on western loggers.

Lamm Lumber was located at Modoc Point just north of Klamath Falls, Oregon.  The photo is from the mid-1940's.

The remains of the Lamm mill are very evident is Google Earth maps imagery:

I'm guessing the photographers were on Modoc Point Road, and the locomotives were on one of the leads into the mill. 

As for dates, both the Lamm roster in Bowden's Railroad Logging in the Klamath Country book and the Shay Locomotives website record the Shay pictured here as being scrapped in 1943, the website indicates Lamm sold it to Klamath Locomotives & Machine Works on 22 February 1942, who moved it to Klamath Falls and cut it up in February 1943.  If that is correct, the photo probably dates from 1941 or 1942.  Bowden records the #4 as surviving until June 1947 before being scrapped.

One more note worth mentioning, while the Lamm mill operated at Modoc Point, the logging railroads supplying the mill lay off to the north.  The company's first operation (1920-1929) spread west from Kirk, the later logging railroad (1928-1944) headed east from a connection with the SP mainline at Chinchalo and crossed Klamath Marsh.  The mill and logging railroad both shut down in 1944 for want of any further timber to cut.

That then would put the SP main on the other side of them angle with hill in the background doesnt look right for some reason as the mill leads went away from the hill right off of the SP main.and crossed Modoc Point road not far off the main.
 Now there is a sea weed plant and a truck repair shop on the property. Not much left but best picture I have seen showing diffrent areas of it.

Shay #2 was used for years to switch the mill and the SP siding.  She was parked on the siding and steam run to her from the mill to keep her hot.  Later, #4 joined her in this duty.
