EMD drawings showed them this way to illustrate both options available to the purchaser, but supplied all plain or all roller. This one apparently had a replacement wheelset and bearing on axle 2.
For years, all model train manufacturers made their trucks with one plain and one roller in imitation of the drawings. Not quite as bad as the earlier faux paux every model manufacturer made, to duplicate the shape of a rough drawing of a truck which EMD put in its drawings, showing the main frame casting running straight instead of arched between the axles!
