Help with an Industrial Electric Locomotive

This locomotive has been exported to Japan from the United States in the 1920s, was used for the construction of hydroelectric plants. Specifications are 24" gauge, DC 600V, 3-ton, 20" drivers and, 11kw traction motors. The manufacturer is said to Baldwin and Westinghouse. I could not believe it. I think Jeffrey or Atlas. These pictures were taken in the 1950s.

Looks like a Jeffrey unit I saw at a Copper Smelter in Mexico in the 90's. Similar size and design.

Second that, it doesn't look like any of the Atlas designs I've seen.

Interesting controller, with the leads coming out the side rather than the bottom. I vaguely recall (from about 60 years ago) seeing a similar controller on an amusement park ride.
