The "Y"s were attached to the pole horizontally and crews would pick up the orders while on the move. The pole and brackets alleviated the need for the operator to stand next to the track and "hoop them up". Of course you're right about the other "pole" closer to the camera.

You can see this in the upper portion meant for the engine crew.

My guess would be either #57 or #27, and this appearing to be afternoon to me, #27 is the more likely, the westbound San Francisco Overland. I love all these hoop 'em up photos of late. AA

If you zoom in on the pic at http://digital.denverlibrary.org/ (just put op-16097 in the search box) you get a much clearer view, and it does look like a 2-car eastward passenger train pulled by maybe an SD9? to Sacramento, but yes, train 248 was due out of Martinez at 1714 PST and 51 was supposed to arrive at 1722 or 1724 or thereabouts. I guess an SD7 was more likely for 248?
