Nice location, I was in there a few weeks ago and it's pretty well tree'd in. Might be somewhere to hike around and find a shot.
Didn't see any silver and orange WP units on the point either.

Yeah, that looks like Rocky Point. At this location, the train is actually on the original right of way for the Boca and Loyalton Railway. The WP took over the B&L line from Portola to B&L Jct. and rebuilt it (including some minor realignments).

You can also see another RR right of way in the photo. At the extreme right, you can see Rocky Point Road through the trees. This is the ROW for the Sierra Valley Railway, a narrow gauge that ran from the Clio area through Portola to Plumas Jct. (located between Beckwourth Pass and Highway 395 just south of Highway 70) on the Nevada-California-Oregon Ry. It became an N-C-O subsidiary in its later years.

Have heard this spot described by an ex WP Eastern Division Superintendent as "Famous Rocky Point the eastern entrance to the Famous Feather River Canyon". Also close to the end of the Eastern Division responsibility.

That's GP40 # 3515 on the point. The only orange and silver GP40 to ever sport a plow.
