The switch engine is loading (or unloading) a Railroad barge at where?

The dock is still there (along what is now Terry Francois Drive), and the apron still has tracks on it. Everything else around, including the Santa Fe yard, has been obliterated.

Your photo looks like it was taken from Pier 54. Quickie map attached. I'd guess it was taken about where the red dot is looking toward the slip.

Rough location of the railroads shown: Santa Fe blue, SP red, WP green. The ovals are yards for the Santa Fe and SP. Of course, the SP trackage was WAY more complex in this area with the passenger terminal and yards and the Mission Bay yard. This is all general locations.

The tug appears to be the Paul P. Hastings post-dieselization, which puts the date as 1967 or later.
