Need Help To ID a BLH in Utah

I took this photo in May of 1991 at what was supposed to be the shop for " The Wilson " Locomotive Co
But I have never been able to get a ID on it

Maybe it was used by US Steel at Gevena, UTAH ?

That siding is actually I believe the one at the SAPA (Alcoa joint venture) facility
and I remember the unit, do believe it was ex-USS a stated.

The BLH is the ex US Steel Geneva works #33 The building is were Wilson Railway moved there rebuilding shop worked on some ex MKT GP7 there. Wilson was doing this work on the steel mills property then they lost the contract and moved to Spanish Fork UT. Wilson tried to find a buyer for the Baldwin but was sold for scrape and cut up in Ogden UT a few years later.
