Looks like Temple, Texas. That building with the "red cross" emblem is not a hospital, I believe it was a bank.

That is correct. That was, and still is a bank. The ATSF Temple depot is just barely cut out of the picture to the left. The park like area just behind the locomotives is where the Harvey House once stood.

Yes it is. Fred was a good friend and is sorely missed. His last train ride was in AT&SF sleeper-lounge-observation, Vista Canyon, which had owned prior to donating it to the Arizona Railway Museum, Chandler, AZ. He rode from Temple to Ft. worth on the 2011 Convention Train.
