With almost all heavyweight coaches and with white flags for an extra, my guess a football special.

The train does not seem to be moving. Look at the flags and no smoke. And weeds on the platform edges, both sides of the train! If a football special, could this be during the game taken by a railfan not a football fan? Madison?

Not with those bridges in the background. My first guess was a race special for Arlington Park.

this from cnwh-1:

Eng 1620 delivered from Schenectady, September 19,1914. Builder number 57321.
Stoker applied 2-40. Streamlined 12-41 for the little 400 west from Wyeville, Wis. Renumbered 602 4-26-52. 1602 scrapped 3-1956.

The Picture that you have shows a race train with first class, air conditioned cars to the rear of train.

Now that I've taken a better look at it, I'm 99% sure
this is Arlington Park IL. Five tracks, the tree rows,
and those signal bridges all fit in. I believe the
cameraman was facing Chicago, making this an outbound
that has not been turned.
