I found her this afternoon in Vancouver, WA. Except for that black mess mid-hood (is she blowing oil?), she looks pretty good but was not idling. By Googling "NWRI" I learned both Canada and the U.S. have a National Water Research Institute. The rosters at Diesel Shop did not help.

Date: 10/29/14 19:52 Re: What is NWRI 701? Author: EMDSW-1 Looks like one of the Colorado and Wyoming SW-8s that was at Oregon Steel Mills. The oil slobber is from extended idling such as would occur in a steel mill or grain elevator.

The North West Rail Institute according to there web site is in Vancouver, WA not far from where I found the switcher in an area with a lot of industrial track on which to practice.
