The Interstate Railroad is in the southwest part Virginia and still exists as an operating subsidiary of the Norfolk Southern Corporation, but is operated as if it were a Norfolk Southern Railway line. [Information from Wikipedia]

The photograph was taken October 26, 1968 in Atlanta, GA. #36 was built in November 1953 and retired in June 1974. #39 behind #36 was built in January 1956 and retired in April 1974. Both were traded in to GE. They were repainted from their original white/gray/orange colors in late 1965 to the Southern black scheme and sometime in the early 1970's were re-lettered to Southern with the INT ownership markings on the cab sides. The NS Heritage Unit is in the white/gray/orange scheme.
