Sad to say I am unsure where we are for this however The Toledo, Peoria and Western Railway (http://en.wikipedia.org/wiki/Toledo,_Peoria_and_Western_Railway) is the featured face.

In '76 Dad, brother and I did a short four weeks on the road that included passing through a sizable portion of the upper mid west so this is likely Illinois.

For a while I thought this was at Keokuk but the bridge in the background and to the right makes this thought wrong. Not sure other then Peoria perhaps?????

The river sure looks like the Mississippi, I'll guess the loco may be near Bank Street and Mississippi Drive or N Water Street, if correct would place the location as Keokuk Iowa.
