So why are they switching TOFC flats, and what kind of load are we looking at?

Out here in Southern California, we have BNSF switching the Miller plant in Irwindale, while the Gold Line light rail project nears completion on the other side of the track.  This location was known as Kincaid on the Santa Fe 2nd District.  It's just west of Azusa and about twelve miles east of Pasadena.
