Two Southern Pacific SD9s on the Decoto line approach the Western Pacific crossing at Niles Tower in 1979.

Nice.  Before they put the ugly rubber dam in the foreground, and the low-hanging telephone wires that block the shot.

Yes, back when fish (salmon and steelhead) could still swim up Alameda Creek.  Damn that rubber dam!

WTH does a rubber dam do?  Why did they put it in?  It doesn't look like it controls anything.
