BNSF has already pledged $ to fund some of the track upgrades in KS and CO. This is not conditioned on anything related to keeping the SWC on the existing route. Your "loans Amtrak some money" comment is ludicrous (I think this is the fourth time I've fact-checked you on this). BNSF is a free agent on 2/1/16 after the SWC operating agreement expires. They are not under any obligation legally, morally, politically or otherwise to run Amtrak on either the Raton or Amarillo routes. For the cost of a text message, BNSF could tell Amtrak to take a hike and there's nothing anybody could do about it.
