Just a guess, but I wonder if its to operate turnouts in the street. SP in San Francisco had a huge maze of street trackage, at the time. It also was used to grab the lever which was usually under mud and water.
The only time I saw any switch point bars was on street cars. To much of a chance of freight cars picking the points. Nudge |
