Yes, it's a rail grinder, albeit a "mini" grinder used to grind switches and other short sections of rail not reachable by the larger, longer rail grinders used for long stretches of open rail. Jordan (spreaders) and Jackson Vibrators got together in 1960 to form Jackson-Jordan.
