Sign says "grinding stones may ...", so I guess it's a rail grinder.

Hey, good idea, read the sign.  It says:

DANGER Grinding Equipment
Eye and ear protection must be worn at all times
STAND CLEAR
Grinding stores may break causing injury


So you are right.  It probably is a rail grinder!  (-:

Yes, it's a rail grinder, albeit a "mini" grinder used to grind switches and other short sections of rail not reachable by the larger, longer rail grinders used for long stretches of open rail.

Jackson Pandrol has manufactured rail grinding equipment for years and this must be produced in conjunction with Jordan.

According to this site, O.F. Jordan (spreaders) and Jackson Vibrators got together in 1960 to form Jackson-Jordan.  Pandrol International acquired Jackson-Jordan and Speno (big rail grinding trains) in 1990 to form Pandrol Jackson.  Harsco, which already owned Fairmont and Tamper (track equipment), acquired Pandrol Jackson in 1999 and rolled the whole ball into Harsco Rail:
