At the Milwaukee Power company bullding.  I would guess late 40's 
That's a rapid transit car pulling out heading West. 
Looks like a Yellow coach model 743 inside on the right. 
I'm not sure about the TM bus to the right?  It has side ribs.

I believe the bus on the right is a Twin Coach.
