That is a wind stabilizer. It was most common in the windy California Central Valley. Hard to explain this quickly, but if the banner is pushed too far in either direction from the wind (when not in use), the electrical contacts no longer make contact. This would cause the signal to fail when it comes time to warn motorists. This modification seems to be something that only Southern Pacific did. The photo below is one such banner from Baning, Ca.
