Looks like UP's ARRO at East Riverdale, Utah, probably around 1976/77.

Just East of the Riverdale yard, Ogden, UT. This looks like a dupe of one of my shots. I have shot there and from the highway overpass just behind the camera, many times.

I believe the photo was taken about 1 mile south of the Hwy overpass you mention, at a place that was called East Riverdale.  It was the CTC location where the yard leads ended.  The configuration of the tracks, signals and background in the photo fit very well with that spot.
