Not Sparks, Nevada but instead, sparks from a different source.  Video is from 1983, around 3 AM by the San Francisco Mint.  No video stabilizer on affordable camcorders back in those days!

That was double ended Torpedo car 1008 doing the rail and overhead work back in 1983.

Well, it was actually doing a test run on track that had not seen service from Wednesday September 22, 1982, through the winter, until that evening. This was a test run in preparation for the first Historic Trolley Festival that ran during the summer of 1983.
