Bevier St Roundhouse, Binghamton, is the right answer. Picture was taken in the Dereco era when N&W controlled both D&H and EL and both roads' power was used across the system. Today the roundhouse is gone but the yard is undergoing a revival as CP/NS/NYS&W traffic has increased.

Here's a post April '76 photo at Bevier St of rebuilt RS3 1976 and ex-LV power.
