Transfer caboose. They were common around Montreal at the time.

I believe they were narrow gauge cars for the Zambian Railways being exported through the Port of Halifax. I remember seeing them on the dock and remarking at the unusual (for North Americans) the vacuum brake system the cars had.

A lot of this equipment was built by Hawker Siddeley at Trenton, Nova Scotia for export.
