To consolidate Canada's interests, to forge an understanding with the First Nations and the Provinces, and to avoid falling on the country's face time and again.
He notes the ability to gain good jobs for Canadians, maintain Canadian influence over world affairs, and to provide lasting benefit. But the plan and the buy-in comes first. When one province can thwart a policy that benefits the entire country, nobody benefits. Same for a small group of a First Nations band decides to block a pipeline (or railroad?), nobody benefits. The obvious question is why he didn't do any of this when he was PM.
