Are you allowed to go out there and "prune the pines"? In the first shot, I suspect there is a pine tree right on the left edge, off picture. I suspect it is too big for pruning but maybe someone needs to catch a bag load of Pine Beetles and spread them along the right of way. I doubt it will bring back VIA though. There is a NP work and maintenance depot about 2-3 kms toward Field and with their activities being near they might hear the rev of a Chainsaw. You can ring bark a tree with a handsaw and maybe even a battery powered sabre saw. However, that is a lot of work going from tree to tree ... Pine beetles will do the work for you.
