Looks like the Réseau des transports métropolitains (RTM, Metropolitan Transportation Network in English) will take care of the operating end and the Agence régionale de transport (ART, Regional Transportation Agency) will be responsible for "planning." Why not just keep AMT for operations and spin off a new planning entity?

Sounds likea whole new bureaucratic structure, like a bunch of Deans and a College of This and a School of That at a university..
