Pipeline constraints will put more Canadian crude on trains

Some huge bets being made (probably correctly) that Alberta oil sands crude will gradually displace imported Mexican and Venezuelan heavy and "extra heavy" crude in the Gulf Coast region with or without the KXL Pipeline being completed.  In fact there is word that Venezuela is currently sending the majority of it's heavy crude oil to Asian markets.

Venezuela has cut several huge deals with China for sales of crude oil.  Long term deals, with lots of cash and investment up front. 

Diversifying their markets.
