What are They?

Both photos were taken just outside the Toronto Union Station.  Are they switch heaters?  If so how do they work?

Very unusual looking device. Perhaps switch heater or blower, combination of both??  Doug

It's definitely blown air.  Whether it's heated is another question.  CN had some that did not heat the air but blew at such a velocity that snow could not collect.

 You see these tanks by switches in Canada.  I assume to supply gas for heating to keep switches from freezing.
