CN's use of Pandrol plates on wood ties in curves

What is CN's policy for using Pandrol plates on wood ties?  What degree of curve requires Pandrols?

Don't know about specs for curves but they use the Pandrol plates on a lot of switches as well.  More likely to be used on high speed turnouts but I've seen them in a variety of different locations.  On a curve they're often used in conjunction with concrete ties...
