Well, it appears to be Portuguese. I'm guessing its the front of a new EMU set for CP. The building in the background does not appear to be Portugueses though.

It seems to me the new narow gauge(meter gauge) diesel rail cars of the "chemin de fer de Provence" in France which runs from Nice to Digne. Have to ride it again – it's a beautiful mountain line!
