Seems odd to be doing this when the leaves are still on the trees. does the treatment have a lasting effect?

No, there's no long term affect, they primarily spray the railhead with water. In some locations Sandite, a sticky substance is laid but that doesn't last long. The season usually ends at the end of the first week of December, by when most of the leaves are off the trees.
