what is the max speed for freight train's in England carrying all containers? bulk commodities?

They are Class 4 trains so they are allowed 75 mph.

Trains carrying bulk commodities are usually class 6 = 60 mph, although empty some run as 4s. Bulk stone trains are often class 7 = 45 mph
