I'm trying to find out what is the current most powerful ELECTRIC locomotive (NOT diesel electric) in the world. Google didn't turn up much. Thank you. 

I think the multiple unit ore haulers that operate in Finland and Sweden. Russia might have something close to
those.

China? HXD series locomotives.

Maybe those IORE's?

This one is maybe the most powerful single electric locomotive. SBB Re6/6   10 600hp (7850 kW)

The Bombardier/Dalian HXD3B are 9600kW. They are based on the MTAB IORE locos in service in Sweden and Norway.

The Russian 4ES5K is a 4-segment electric locomotive with a 1 hour rating of 13,120 kW (17,594 hp).

The Bombardier  Chinese unis may have the upper hand here but the IORE's operating between Sweden and Norway deserve an honorable mention..

Presumably the question only makes sense in terms of a single unit, in which case the Bombardier/Dalian HXD3B on six axles is a clear winner at 9600kW.
Moden mu equipment will allow multiple units to be easily assembled, which doesn't really count!
