Krokodile 'Pick-Up' Shoe question

I have a friend who is on a tour of Germany by rail and has come across the 'Crocodile' on display and has asked me what is the shoe for on the front of the loco in front of the truck.
He sent a close-up photo which I have attached.
Is it a form of Automatic-Train-Stop?
His last post to me was from Leipzig,

At a guess it's the sensor for the Indusi cab signalling system

You can see a similar fixture on the rear truck of this Israel Railway EMD. IR also use the German designed system.
