ORT Labor Protection Agreement

When I worked for the New York Central as a Tower Operator in 1963 the ORT and NYC signed an agreement that guaranteed the extra board a 40 hour week if they did not turn down any work.  My headquarters were set at Burnett, a small tower where a C&EI branch crossed the St Louis line east of Terre Haute.  I cannot find a copy of that agreement or a reference to it on the internet.  Anyone able to help?  Thanks.
